PEACE AND ORDER CONDITION UPDATE

Club Noah
Apulit Island, Taytay, Northeastern Palawan
March 30, 2003
This announcement is updated to provide our guests, travel agents and the diplomatic community with current information regarding the peace and order situation in and around Club Noah Isabelle.

One recent, significant event in the country is the development of the Natural Gas Project in Malampaya, Northern Palawan. This is expected to generate about US$ 500 million annually. As a result, the government has tightened security measures in and around. Northern Palawan , employing methods similar to those the E.U. utilized in securing its oil fields in the North Sea.

Public Statements were issued by the Mayor of Taytay, the Governor of Palawan, the Commander of the Western Command of the Armed Forces of the Philippines, and the Secretary of Tourism regarding the security situation of Palawan and Club Noah-Isabelle. They share our belief that more-than-adequate measures are in place which now makes the resort the safest place to be in the world. (Club Noah's security system now serves as a model in the Philippine tourism industry.)

Operations at Club Noah-Isabelle are normal and our partner airlines have also noted normal operations at the Cesar Lim Rodriguez (CLR) Airport in Taytay.

We are issuing this statement to inform our clients, their travel agents and the diplomatic community of the precautionary measures Club Noah Isabelle is taking to ensure that the comfort, security, and well being of our guests are our highest priority. We would like to thank all of you for your support.

Very truly yours,

KEIZABURO HOMMA
Chairman, Club Noah Isabelle
